Several days ago, my attorney Andrei Grivtsov was approached by two young officers from K Directorate of the Federal Security Service of the Russian Federation in the Basmannyi Court. They asked,

“Are you Aleksandr Shestun’s attorney?”

“Yes, I’m his defender,” Andrei confirmed.

“We read all of his publications and are amazed by his courage and quality of the materials!” the young men from the most powerful directorate of the Federal Security Service were not afraid to say that.

It has inspired me to describe the shadow work of General of the Federal Security Service Ivan Tkachev in more detail and to expose different organisations which most people do not even think of. I will keep playing the role of the naive boy from the fairy tale and writing the things you cannot find in the newspapers.

I must say the staff of K Directorate did not welcome Ivan Ivanovich. While the Sixth Service of the Internal Security Directorate of the Federal Security Service was mostly controlled by Tkachev, and he did enjoy respect among the “severe” ones, the K officers, who remembered their previous boss, intelligent and diplomatic Viktor Voronin, were quite critical about the badly-educated “cleaner” who was always behind the back of Oleg Feoktistov. There are hardly any “farmers” among the generals of the Federal Security Service; almost all of them are the officers who have passed all the stages of service in special units, having all the intelligence abilities and being talented analytical specialists with the public thinking.

I have already described briefly how Vania Tkachev has cleared his way to the cherished office, and now I will describe his ascent to the Olympus in more detail. 

K Directorate of the Federal Security Service of the Russian Federation Controls all the financial flows in our country and is definitely the richest law enforcement unit. The directorates looking for terrorists, extremists and traitors of the Motherland, which is the main activity of the Federal Security Service, are the poorest ones. Tkachev could be compared to a field mouse that has got into the wealthy house with huge blocks of cheese, sausages of all sorts and bags of top-quality grain in the cellars. K Directorate of the Federal Security Service of the Russian Federation supervises banking activity, government authorities, transport, mobile operators, IT companies and all the other economic areas (anti-corruption is traditionally the most “profitable” segment), but I would like to talk about the customs service and drug dealing.

Everyone and his brother have written about the “price” of the mandate of the State Duma or senator, and every child knows that an entry ticket costs five million dollars. All the newspapers write that bankers have siphoned off billions of roubles from the country, and anti-corruption is discussed on TV day by day. However, according to the statistics, most bribees in Russia are teachers and doctors, and when governors or their deputies are detained, they are from the poorest regions. For instance, they have recently informed of detention of the Deputy Governor of Pskov Region, one of the most depressive regions of the country. I cannot remember any governor of the wealthy region or a mayor of the large prosperous cities who would be behind the bars in present-day Russia. Paradox? Given how much money circulates in that territory, there must be corrupt officials, but there none! The “rich” governors and mayors, most of whom are dollar billionaires spending 90 % of the budget money of the country have such a “cover-up” that no law enforcement officer will dare check financial and economic activity there. Everyone is aware of that... For instance, try participating in the construction public bidding procedure in Moscow or Moscow Region. Large budget bidding procedures are structured by means of different indicators so that you will have no chance to participate in there without approval by the leaders of the region and guarantees of “rewarding interaction”. Prices are overestimated in comparison with the commercial ones, but everything is legal – there have been bidding procedures.

When I ask a seemingly simple question how the income of the Russian budget is gained, few people, even the well-education and important ones, know that almost half of the government money is received from the customs duties!!! Be honest: did you know about that? Dear readers, do you know what the budget of Russia is?

Minister of Finance Anton Siluanov reports that, according to the forecasts, in 2018 Russia is supposed to get 15.26 trillion roubles and to spend 16.51 trillion roubles. The shortage of 1.332 trillion roubles is supposed to be funded from the National Wealth Fund (NWF). There are 4.2 trillion roubles left in the NWF. Since the price per barrel of Urals oil in the forecast of the Ministry of Finance is USD 43.8, but the actual price has been more than USD 60 almost all the year round, the budget proceeds targets have been exceeded.

Thus, in 2015 Andrei Belianinov, the Head of the Federal Customs Service (FCS) reported that more than seven billion roubles had been collected for the budget of Russia in 2014, which was almost a half of all the budget proceeds. At the same time, the FCS admitted that there had been major economic violations by the importers and exporters. There is a huge gap between the data from delivery of the imported goods into the country and sale thereof in the shops. In the end, as Belianinov claimed, “invoices are issued by one-day companies, the cost and the country of origin are changed”.

According to the specialists, if there were no “grey” patterns, let alone black ones, the collected customs duties would exceed ten billion roubles without account of the recent double increase in the USD to RUB exchange rate and duty-free import of tobacco and alcohol allowed to the Russian Orthodox Church in 1992. I was one of the founders of the orthodox encyclopaedia and often attended the Christ the Saviour Cathedral at the private meetings with Patriarch Alexius II. After his death, the approximation of the church and the state got even tighter. While doing business in the 1990s to supply sugar, alcohol-free drinks from Poland and later sausages and pate from France, I saw it myself how subjective assessment of the customs value and quantity of the goods was. It was especially evident for the importers of domestic appliances, computers and telephones. Gorbushka Market was always famous for its low prices of electronic devices owing to the “grey” customs clearance. Any supplier knows the things I am writing about. You cannot compete on the Russian market if you pay 100 % of the duties. The Tax Service and the Ministry of Finance could easily calculate the full amount of the duties to be received by the budget if goods are cleared officially, based on the open data. But nobody hurries to do that. 

It is common knowledge that most goods in the Russian stores are from abroad, and our residents buy clothes, domestic appliances, food, computers and cars at the prices that are twice as high as in other countries. In Saint Petersburg, the local residents have been shopping in the Finnish supermarkets for a long time, and they get a better price and higher quality. It is evident not only at the example of food products, but also household chemicals. The difference is especially evident when it comes to medicinal products: the pills bought in Europe are more efficient and have fewer side effects. 

At the beginning of 2016, the Sixth Service of the Internal Security Directorate of the Federal Security Service started active operations on “governor 24” of Saint Petersburg, Dmitrii Mikhalchenko. I did not understand then that the main blow would be directed at my Lefortovo prison friend’s surroundings rather than him. Dima had close cooperation with Voronin, the Head of K Directorate of the Federal Security Service of the Russian Federation, Murov, the Director of the Federal Security Guard Service, Negodov, the Lieutenant General of the Federal Security Service, and Belianinov, the Head of the FCS. Let me remind that Tkachev boasted that they had detained Mikhalchenko for the import of a truck of alcohol drinks without any grounds. Then the Sixth Directorate felt euphoria, and they already saw General Oleg Feoktistov in the chair of the Director of the Federal Security Service. They had just defeated the Prosecutor General’s Office with my help because I was the only applicant in the “case of Moscow regional gambling prosecutors”. The Investigative Committee has been under their control for a long time. 

In the beginning, the Sixth Service of the Internal Security Directorate of the Federal Security Service was established by Oleg Feoktistov to protect Igor Sechin from Ramzan Kadyrov’s people. I have already described how the head of Rosneft tried to take away Chechenneftepromkhim twice by means of the President of Russia’s counter-signatures, but the head of the republic went to the same office and received the inverse order twice. That was why the Sixth Service was called “Sechin’s special force”.

I must say that Ramzan Kadyrov is the most active fighter against drugs among all the heads of the Russian regions.

I am often blamed for my friendship with the Chechens and even political commerciality. However, I protested against the first war in Chechnya, when 90 % of the Russian population supported the hostilities in that mountainous republic while the TV screens showed the brave reports on the military operations and destruction of the enemy. I was a white raven and could not understand how the people around could support that massacre and suffering by the locals. 

The career of Oleg the Great was destroyed later. I have already described how they won the war with the Main Directorate for Economic Security and Anti-Corruption Enforcement for the encashment market, but everything went down the dumper when the internal investigation by General of the Federal Security Service appeared. Only several trusted officers of Sergei Sergeevich knew about that in M Directorate. Following the secret investigation, Alpatov furnished Bortnikov with the hard evidence against Feoktistov. The Director of the Federal Security Service went to the President with the report and the facts, after which an ambulance was called to Oleg the Great to Lubianka. 

But it happened later, and then the Sixth Service defeated K Directorate of the Federal Security Service of the Russian Federation, made General Viktor Voronin and Head of the Economic Security Service of the Federal Security Service General Iurii Iakovlev resign after the searches in the Seventh Division of K Directorate of the Economic Security Service of the Federal Security Service in charge of anti-smuggling and corruption in the customs authorities. Ivan Tkachev’s subordinates continued the seizures in the Main Anti-Smuggling Directorate of the Federal Customs Service (MASD of the FCS). It was the first time in the history of the service when the Internal Security Directorate of the Federal Security Service was thrashing the powerful Economic Security Service like minor fraudsters. Vadim Uvarov, the Head of the Seventh Division of K Directorate, was interrogated.

At the end of July 2016, Ivan Ivanovich’s field officers and the investigators of the Investigative Committee of Russia searched Belianinov’s house within the criminal case instituted against Dmitrii Mikhalchenko, the owner of Forum Holding Company, and seized 9.5 million roubles, 350 thousand euros and 390 thousand dollars. The central TV channels showed Belianinov’s scared face during the search, expensive pictures and jewellery. I could not understand how they could attack the man who did his service in the GDR together with the President in 1980s.

In fact, the next day the Kremlin informed that there were no claims against Belianinov. Then Prime Minister Medvedev appointed Vladimir Bulavin from the Federal Security Service to the office of the FTS.

To you mind, how much did the new head increase the customs duties paid to the Russian budget? Vladimir Bulavin skilled in radiant reports on the excellent operations of the FTS managed to drop the level of duties paid to the budget almost twice, which went down to a little more than four trillion roubles in 2016 and 2017. Moreover, he even boasted that it was the first time that the import proceeds had exceeded oil and gas proceeds. It means that he was probably placed into that office by our oligarchs, who got considerable “discounts” for the duties. Here is the Federal Security Service’s work for the benefit of the state. That money could be used not only to avoid reduction of 2018 budget item “Pension allowances” by 11 %, but also to pay more to our elderly citizens. In the end, the retirement age in Russia was raised owing to the record-breaking drop of the customs duties that made the state budget almost one fourth emptier. To be honest, it must be noted that in 2018 the FTS reported on collecting around six trillion roubles, but it is still falling behind 2014 considerably.

If you study the reasons for Tkachev’s and Feoktistov’s attack on billionaire Mikhalchenko, you can see all the consequences and make some conclusions. 

In addition to dismissal of Belianinov, Tkachev was appointed to the office of the Head of K Directorate of the Federal Security Service of the Russian Federation instead of Voronin, Director of the Federal Security Guard Service Murov retired, and the market of the Russian law enforcement entities was fully monopolised. “Sechin’s special force” turned into the most powerful group that established total control over all the law enforcement authorities. Let me remind that my prison friend Dima Mikhalchenko built new Port Bronka capable of admitting deep-sea vessels without transshipment in Gdansk in Poland. That circumstance upset the Feoktistov and Tkachev’s group not only because Dmitrii got additional import opportunities given his friendly relations with Belianinov and Voronin, but also because it prevented them from total control over drug trafficking in Russia.

DRUGS

In terms of the shadow and actually official financial income, the scope of drug dealing is considerably smaller than customs duties. According to the estimates of the Federal Drug Control Service of the Russian Federation (FDCS), in 2016, the drug traffic in Russia was estimated to be 60 billion dollars per year, which is dozens of times less that the turnover of the FCS. Nevertheless, I consider this area of the same importance as some things are not measured with money.

The situation in the country is changing fast. This problem hardly existed in the USSR, but there has been a considerable increase in the numbers of drug addicts and those convicted under Article 228 of the Criminal Code of the Russian Federation since the 1990s.

The United Nations Drug Control Programme (UNDCP) has published the statistics according to which the number of drug addicts in Russia has grown ten times for the last ten years. The drug-addiction death rate has grown twelve times. 

Such dynamics is a threat for national security of Russia and results in depopulation. The drug addiction statistics in our country is very upsetting: around twenty million people take drugs on an irregular basis while nine million people are already addicted. Drug abuse clinics are incapable of in-patient treatment of even one hundredth of the drug-addicts. The situation is aggravated by the fact that this poison is mostly common among the youth. No wonder that the children’s death rate as a result of overdosing has grown forty times. At the same time, our valiant Ministry of Health reports that the drug addiction level in Russia is going down. According to the UN report, “Russia consumes twice as much heroin as China and three and a half times as much as North America”. 

The drug dealing has reached the new level; drugs are sold and bought online and picked up in secret stashes. Buying drugs from a dealer at the “point” is turning into a thing of the past. Now everyone who has Internet connection can buy drugs of different quality, with reviews by other buyers, any time of the day and night, in any place of Russia and even CIS. 

The largest website (the law prevents me from using the name), let’s call it N, works as the market place and provides trade platforms (boutiques) for different retailers and wholesalers (dealers) of “joy”. It also offers jobs for stashers, warehousemen, carriers, support workers to connect the store and the buyer and to settle disputes. 

N gives online stores an opportunity to sell on its platform: 300 dollars as a contribution to open a store, then 100 dollars monthly. But all the conditions are customised because there are more and less profitable types of drugs. The longer you rent a place, the higher your discounts are on the main page. In other words, it works the same way as legal business.

N is the largest and most stable resource like that in Russia. Its authority and reliability make it head and shoulders above the rest. There are fifteen other websites that are pale in comparison with N. There is an example of an equivalent market place that sells drugs of poorer quality, in particular, Chinese synthetic drugs, spices, salts and reagents, by wholesale and in retail. 

In addition, N contains offers of fraud income and encashment methods.

In the Darknet (dark Internet with forbidden websites inaccessible via ordinary Internet browsers), you can buy weapons, pornography, false documents and explosive production charts. However, it is common knowledge that even an ordinary user can install Tor browser giving full access to any information and market places selling banned goods. All the transactions in the Darknet on all platforms are carried out in the cryptocurrency. If you cannot pay in bitcoins, the platform offers you a wide range of integrated exchange offices to pay via QIWI. Of course, the customer loses some money as a percent paid for the service. They say the Federal Security Service is trying to reign in the circulation of the cryptocurrency in Russia, and all the bitcoin exchange offices in Moscow are either closed down or controlled by the Federal Security Service.

After the customer pays for the selected product, he gets the exact coordinates, a photograph and description of the place where the bag is. When the customer has picked up and tried the product, he sends a review and assesses service by the store: this is how the rating is made up. In case the product is not found in the stash, the customer must take a picture of the place, open a dispute in the deal and furnish photo evidence. Then the store refunds or gives a new address, but the deal is open only for 24 hours. 

According to the expert estimates, the majority of drug trafficking in Russia is carried out at N. It works like a clock, with no failures or lunch breaks. The previous online leader was another website developed by the professional hackers, with no support by the law enforcement authorities. It was regularly “broken” with DDoS attacks, and thousands of stores from all over Russia had to move to N. 

There is a natural question: why does the main regulator of drug trafficking, the Ninth Division of K Directorate of the Federal Security Service of the Russian Federation, which has a full range of tools to eliminate the evil, does nothing and even removes competitors on the way of N’s monopoly? The government has granted the Federal Security Service unlimited power, so the latter fully dominates in control over the Internet and manages the Federal Service for Supervision of Communications, Information Technology, and Mass Media, communication operators and everything that is somehow related to transmission of information in the global network.

There is also the Main Directorate for Control over Circulation of Drugs at the Ministry of Internal Affairs established in 2014. It is a legal successor of the FDCS and works only with minor dealers and stashers and, in most cases, consumers. More than one dose is treated as attempted distribution and generally results in long-term imprisonment for ten to twenty years. The law enforcement authorities have a scale for personal consumption doses; as a rule, subject to the drug, it is less than a gram. 

There may be up to a hundred stashes within one square kilometre in Moscow, especially in the parks and forests around the Moscow Ring Highway. The police just stand near the forests and catch consumers of drugs. In most cases, “customers” order several doses from N because it is difficult to find the product, and the price changes considerably subject to the quantity of the product in a bag.

This famous market place also has the stores selling in my native Serpukhov. More than a hundred products of different quality and type can be purchased right from the city.

Any junkie often sells himself to compensate for the cost of his consumption. Most novice drug dealers buy a batch of drugs from N and sell them in retail three to five times more expensive than the procurement price. If you buy a reagent, you can make 30 to 40 grams of a spice out of one gram of any mixture: dried camomile, sage, foalfoot or tea, and gain the profit that is 20 to 30 times higher than the investment.

Spices used to be sold in Russia legally; they were invented by American scientists John William Huffman for some states mare cannabis was forbidden, and were called JWH, based on the creator’s initials. The American product is of higher quality, but it has been replaced by cheaper and much more harmful Chinese equivalents. 

The Chinese “salts”, i.e. synthetic drugs, are a major issue now because they are cheap, cause fast addiction and severe consequences. Actually, they have learnt to produce synthetic drugs both in Russia and Ukraine, often out of Chinese precursors, the components used to make drugs. 

Despite the harsh punishment in Russia and the fact that there are hundreds of thousands of those convicted under Article 228 of the Criminal Code of the Russian Federation, the numbers of drug addicts in the country are not going down.

The mean punishment for such crimes in 2009 was 2.2 years, and it reached five years in 2018.

It seems that half of the women and 30 % of the men behind the bars have been convicted under this people’s article, but there is no effect because when they get to prison, they degrade, are often infected with AIDS, tuberculosis and hepatitis C. Here drugs are probably more common than in freedom while the means for protecting from dangerous infections are much lower. I have personally met dozens of people who got infected in prison. 

One of the reasons for the above negative tendencies is the government’s improper policy ignoring the experience of the developed countries in legalising and decriminalising this area. In 2017, the UN Committee on Economic, Social and Cultural Rights recommended Russia to fully decriminalise the actions that are not related to drug trafficking.

If light drugs are legalised, their cost will go down drastically, and the quality of the product sold will be much better. It is the super-profit that pushes people to that criminal business in the first place; otherwise, interest will be lost. 

Why are the law enforcement authorities not interested? First of all, there will be fewer grave crimes, and they will be unable to justify incredibly high expenditures of the Russian budget for the law enforcement. Secondly, according to almost all the experts, drugs are delivered to the country under the total control by the Federal Security Service and related special services making money with that.

We have considered retail trade in drugs inside the country, which definitely is more complicated criminal business than wholesale delivery to the country. If you look up online or in other sources who is in charge of struggle against drug trafficking in Russia, you will find nothing. Doesn’t it seem strange that the Ninth Division of K Directorate of the Federal Security Service of the Russian Federation works so privately? They are supposed to be interested in their popularisation, for instance, like the most powerful unit in the world, DEA (Drug Enforcement Administration in the US). The American special force even produces branded clothes for retail trade because they are genuinely interested in contacts with the population to organise drug trafficking elimination operations. DEA furnishes information and analytical materials at special sessions of the UN General Assembly dedicated to drugs, has preventive meetings at school, among prisoners and often attends leading TV channels. 

Don’t you think that I am a fan of the US. Their penitentiary system is even harsher than the Russian one and can hardly be a role model. I just cannot understand why there is no preventive work in our country to raise awareness of how harmful drugs are, why TNT TV channel almost urges to take drugs.

There are two main drug traffics in the world: Afghan heroin one and Latin American cocaine one. Isn’t it surprising that we see no detention of large drug batches in Russia? Our society does not know fighters against the evil or drug lords. Everyone has heard of Pablo Escobar, the head of the Medellín Cartel, and every American boy knows about Mexican drug cartels Sinaloa and Los Zetas. All the countries watched the arrest of major drug lord El Chapo on the leading TV channels, including the Russian ones. 

Have you ever thought why our TV channels never show documentaries on how harmful drugs are? For instance, I cannot remember any. Instead, we are shown endless TV series, cheap humour and violent action movies.

Probably, only one case when a more or less large batch of cocaine was detained has been covered by our media recently. In February 2017, the Argentinian authorities claimed that they had detained the Russians with the diplomatic status. Patricia Bullrich, the Minister of Defence of Argentine, resented, “We have found 389 kilos of cocaine worth 50 million euros. Now you can imagine how much cocaine is sold in Russia.”

That cargo was found in Il-86 of the special Russia team, by which Nikolai Patrushev, the Secretary of the Security Council of the Russian Federation, had arrived at the inauguration of President Mauricio Macri, despite the fact the diplomatic transport and luggage may not be searched in accordance with the Vienna Convention as of 1961.

In 2014, I flew in a similar plane with Nikolai Platonovich after the meeting of the Security Council in Grozny to the volleyball match in Kislovodsk. 

The operation to detain the people who had organised the drug trafficking had been lead by General Ivan Tkachev, the Head of K Directorate of the Economic Security Directorate of the Federal Security Service of the Russian Federation, which means it was fully coordinated by his lobbyist, CEO of Rosneft Igor Sechin. He has been trying to remove Nikolai Patrushev from his office of the Secretary of the Security Council of the Russian Federation for a long time because of their old conflict. I have already published the audio record where General of the Federal Security Service Tkachev claimed that “Patrushev is a traitor”. The inter-clan conflicts were obviously the reason for the cocaine scandal. A typical frame-up by “Sechin’s special force” because they had been informed by Ambassador Viktor Koronelli that the cargo had already been controlled by the Argentinian police for several months.

When I describe this extraordinary case, I do not try to declare Patrushev innocent. I just wanted to show that this is not struggle against drug trafficking; it is ordinary behind-the-stage game of the influential Russian politicians. 

Igor Sechin’s interest in drugs is obvious not only because the Directorate was headed by his man, Ivan Tkachev, but also because after Oleg Feoktistov had left the office of the Head of the Security Service of Rosneft, he was replaced by the man I had known for a long time, Major General Ural Latypov, the Deputy Head of the Directorate of the Federal Drug Control Service of the Russian Federation for Moscow Region and Head of the Investigative Service.

His family celebrated New Year 2018 together with mine in Drakino Park. In those rainy days, Ural told me in detail about his work for Rosneft, about the high reputation of Igor Ivanovich in the company, his love for extreme road trips and many other things. We attended the New Year celebrations for children organised by the Head of Serpukhov District in Nadezhda Sports Palace together with his children and wife. Ural Latypov was a frequent guest of my district together with his loving family. 

According to the witnesses, when they worked for the Internal Security Directorate of the Federal Security Service, Tkachev and Feoktistov controlled all the drug trafficking in Domodedovo and Sheremetevo Airports via the transport departments of the MIA. The planes with drugs mostly arrived with the border guard’s cargo from Tajikistan. In most cases, they were carried by An-32 although there are few of them. The planes often landed in Domodedovo and sometimes in Sheremetevo, where the cargo terminal is. 

When I worked with the Sixth Service of the Internal Security Directorate of the Federal Security Service in their office in Kolpachnyi Lane, I sometimes heard about dissatisfaction with the work by the transport police in those airports and quiet conversations about that. In 2014, the FDCS officers said that drug money was brought to the Sixth Service in bags. In fact, I had never seen that myself, except for the Day of the Federal Security Service at the end of December when there was an unstoppable flow of people with large bags. I know that many encashers from that flow complained to Tkachev that the field officers of the Directorate for Economic Security and Anti-Corruption Enforcement seized cash in the airports and even robbed in Vnukovo. 

According to the transport police officers, in the course of time, the planes with heroin from Tajikistan were joined by the planes from Chine with the reagent to produce spices. It should be noted that heroin consumption in Russia is going down gradually because of the high price and strong dependence, and it is being replaced by synthetic drugs.

In the USSR, the permit for smuggling drugs was unofficially given by the Political Bureau of the CPSU to the Main Intelligence Directorate so that the special force could get foreign currency to carry out necessary operations abroad. After that, the Federal Security Service deprived the Main Intelligence Directorate and the Foreign Intelligence of an opportunity to carry out necessary operations via diplomatic channels and reigned in the Ministry of Foreign Affairs of Russia in full.

Saint Petersburg has been the “capital city of drug trafficking” for many years. There is the largest transit of cocaine from Columbia, Peru and Bolivia. The synthetic drugs as well as cannabis and hashish come from Europe and Northern Africa in full scope via the sea ports of the northern capital city. It is confirmed not only by experts, but also by dozens of prisoners convicted under the “people’s article”, with each of whom I have spoken in person. Hundreds of tonnes of the drug traffic used to go through the Leningrad port of Lomonosov (former military base) owned by Russkoe Video company, which was controlled by Kumarin (leader of the Tambov gang) held in special unit 99/1 in Matrosskaia Tishina now. Now the flow goes through deep-sea Bronka Port.

Actually, Dmitrii Mikhalchenko transferred his assets in Bronka Port to Liudmila Murova, the wife of Evgenii Murov, the former Director of the Federal Security Guard Service, and General of the Federal Security Service Negodov in exchange for more lenient punishment. Before the verdict was delivered, the Basmannyi Court informed that there had been requalification for a less grave article. As usual... In the end, instead of ten years of imprisonment requested by the prosecutor, judge Lenskaia sentenced him to 4.7 years of the minimum-security prison settlement, which means that Mikhalchenko can be released in several months because Dima has been in Lefortovo for almost three years. According to the law, a year in the detention centre is equal to a year and a half of imprisonment.

It is clear why Governor Aleksandr Beglov asked many for billions from Prime Minister Dmitry Medvedev in November 2018 to complete the construction of the Bronka Transport and Logistics Centre in the new cargo district of the Saint Petersburg Large Port “Bronka-Lomonosov”. Bronka Port has obtained the licence for transporting hazardous and especially hazardous cargoes for a good reason: now it can supply weapons because Russia, according to many sources, controls 23 % of the world market, which is a major flow.

If we analyse all the articles on the Internet and in newspapers, we will see that after 2016, when the FDCS was dissolved, there have been few publications on the FDCS of the MIA, with no information on seizing and exposing foreign drug suppliers who have filled our country. The police officers are proud to report on catching stashers and other crooks and disguise imprisonment of consumers as real fight against drug trafficking. 

Also, the officers of the anti-drug directorate of the MIA report on destruction of the home laboratories producing synthetic drugs by means of precursors and damping the foreign suppliers. In other words, the FDCS does not eliminate the main flow of drugs into Russia and helps maintain the price at the level of the world standards or even a bit higher.

All the people I have spoken to who have been convicted under Article 228 of the Criminal Code of the Russian Federation claim that during the detention the officers of the police or Federal Security Service (every time different ones) always suggested immediate release if a certain amount of cash was paid at once. 

Notorious litigations exposing drug dealers are a rare thing in our country, but all the TV channels have just shown that the Moscow City Court has increased the sentence from nine to ten years of imprisonment for Maksim Martsinkevich nicknamed Tesak. The news bulletins showed how the founder of the Restruct Movement held in Matrosskaia Tishina had done vigilante justice and made the dark-haired dealers explain in front of the video camera why they did that criminal business and poisoned our children with drugs.

For the last ten years of my life, I have heard lots of stories by the people who tried to expose large drug supplies from abroad, but they all had an unhappy end. The people disappeared or got into prison under strange circumstances. In fact, the officers sometimes chased them away like troublesome flies. I believe that the former officers of the FDCS telling me in detail about the leading role of K Directorate of the Federal Security Service of the Russian Federation in organisation of drug trafficking in Russia must join my public investigation into sudden enrichment of simple guy from Belgorod Vania Tkachev. The billions Ivan Ivanovich has “earned” with “grey” customs clearance and even cover-up of waste disposal sites (I have a record where Tkachev called me in April 2018 and threatened to imprison me for preventing operation of Lesnaia disposal site) are incomparable to the social hazard of the drug trafficking support for the state. I am sure that almost all the former top rank officials of the FDCS have something to tell about the drug trafficking in Russia and the supporters of this criminal business threatening the national security of the country. I ask to consider this publication an official statement of the crime to the Investigative Committee of the Russian Federation, the Federal Security Service of the Russian Federation and the Prosecutor General’s Office of the Russian Federation.
